評馬英九就職二周年之政治表現

二年前馬英九風光上任，以「準備好了」的聲勢，號稱「經濟馬上好」、也為台灣之經濟前景畫下633之大餅。其實人民並未對馬英九有多高之期待，以換人做做看之平常心態迎接第二次政黨輪替。不料一種和平的政權轉移，馬上變成殺氣騰騰的「政治清算秀」，馬政府以整頓前朝陳水扁總統時代的“貪腐”為優先。以逮捕前總統陳水扁開場，接著，蘇治芬、陳明文、陳唐山、馬永成、邱義仁等民進黨從政精英,，全被羅織，造成執政黨與在野黨之尖銳對立。當時的惡劣行徑，對多數台灣人言，應是記憶猶新。馬英九執政一開始就散發了不祥之兆。台灣多年來辛苦經營獲得之民主、自由和人權的果實，遭受了摧殘，馬英九將台灣由民主推往極權。

因為陳水扁執政八年，國民黨也在野八年。馬英九就屬於新手上任了，再加上幹練的國民黨員很少，因此上任時之馬團隊並未產生令人眼睛為之一亮之感覺。國民黨沒有人才現象之窘境就暴露出來，而馬英九把國民黨內之宮廷政治那一套再度搬回府院。於是執政之後幾個月，多數政務官在立法院之表現及應付媒體上，呈現不熟悉政務，反應遲鈍，論述能力差及缺少信心之狀況。幸好媒體之批評不夠激烈，再加上媒體把焦點放在陳水扁官司身上，馬英九團隊之差勁表演就暫時逃過嚴厲的追究。整體言，這二年來，馬英九有政治動作，但無明顯的政績。他施政的滿意度就代表政績。目前之滿意度徘徊在25-30%之間，所以可說他浪費了二年。儘管台灣行政院適時公佈「政府執政二周年成果報告」、替馬英九整容化裝。我們認為在此評論馬英九之政治表現比談政績更易切入重點。

回顧第一年，他先玩「去台灣」遊戲。接下去就發動「藍色恐怖」、把報復陳水扁擴大至阿扁任命的政務官。為了逐步向中傾斜，也大力推動兩方交往。吳伯雄、連戰等高層相繼訪問中國更是拉攏關係之棋子。只執政二個月、前行政院長劉兆玄竟稱新政府將穩定腳步，擺脫過去「游擊戰」邁向「正規戰」治國之妙語、令人印象深刻。卞玫基颱風來襲，重創台灣。對台軍售案處理不當及「擴大內需案」等議題。展現馬團隊由劉兆玄「一夫當關」，及馬英九以「宅男」形象治國之格局。馬英九之「去國」言論，出現在接受墨西哥太陽報系專訪時。他稱海峽兩岸關係是兩個地區關係，而不是國與國關係。2008年10月25日，民進黨主辦之「反黑心，顧台灣」大遊行，第一次把「無能」鄭重地套在馬英九脖子上。人士高舉鮮明的「反對黑心商品，一中教育，掏空主權，一中市場及無能政府」大旗。十一月初中共陳雲林率團來台灣進行「江陳會」、引暴台北街頭之大型警民對抗、赤裸裸地表達諂媚中國及與台灣人民為敵的一面。

2009年新年胡錦濤的「胡六統」談話，啟動了新的馬英九與中國之關係。從政治統一、經濟統一、文化統一、人文統一、外交統一至軍事統一。二月就急速推出經濟統一核心的談判經濟合作協議，由CECA換成ECFA。而「五一七」遊行訂調為「保台灣，顧主權，救失業，護弱勢」、更是對馬英九就任第一年算了一個總帳。由於受到美國金融危機之影響，馬英九對處理經濟問題也是束手無策。股市跌幅大於先進國家，而物價上漲也屢創新高。所以就職第一年，應以「無能」總結，而以「賣台」陪襯。

進入第二年，碰到88水災、即中度颱風莫拉克之襲擊。馬英九救災工作混亂，遭受人民、媒體之嚴厲指責，種下了馬英九滿意度再度重創的現象。此後內閣改組，也無法挽回馬英九信用破產之現象。此後發生進口美國牛肉案，後來迫使國安秘書長去職。又新流感疫苗注射之整個處理作業漏洞百出，人民抱怨累累。這些更加深馬英九團隊之無能印象。後來馬英九兼任國民黨主席，先拼選舉。卻遭逢立委補選失利，三合一選舉小敗也流失大量選票。因為一做就錯、馬英九之施政重點只剩下加速推動ECFA了。由於高失業率，一般人之所得降低，貧富差距擴大、產生了極為難看的社會問題。可以說執政二年，馬英九並沒有解決基本的「民生」問題。這讓人民徹底失望，馬英九之滿意度也就持續低迷。一般人實在體會不出馬英九有何政績。但他的政治表現，卻讓人有深刻的負面印象。

總結這二年，馬英九政府致力於全面性與「中國接軌」，它的確造就了馬英九個人可欣賞的政績。在擱置主權或放棄主權之前提下，外交休兵運作徹底，衛生署長參加WHA在大會上亮相了，完成三通，訓令各個政府單位制定對中國大開方便之門的條文方案。也自動鬆懈國防，三軍的操練及武器之購置似乎是虛應一番。而台灣的國防安全系統呈現多方面的破損狀態、令人憂慮。在總體經濟方面，把重點放在製造GDP上升之假象，想到的是圖利財團及中國。失業率上升至無法有效控制之地步，稅收短缺舉債高升。可以說讓經濟部、財政部及勞委會提不出解決方案，而以假數字應付上級交差。在司法部份，雖然更換法務部長及總檢查長，尚未看出有進行司法改革之雄心。

人民對馬英九之不滿反映在選票上，也反映在他施政滿意度及支持度上。各種跡象顯示馬英九感受不到這些反映代表的真實意義。所以他口口聲聲談的改革是「假改革」，只是換湯不換藥的「小改變」。過去台灣人民忍受「失落的二年」。未來二年、馬英九拿著ECFA橫衝直撞，只會讓台灣「更糟糕」，而不會變好的。

Two years are enough.  Dump Ma Ying-jou

Two years ago, Taiwan President Ma Ying-jou and Kuomintang, KMT, rode a tidal wave and swept ruling Democratic Progressive Party aside to regain the power after wandering in the wilderness as an opposition party for eight years. At that time, Ma enjoyed an approval rating of more than 70%. Today, on the eve of the 2^nd anniversary of Ma’s administration, Ma Ying-jou‘s approval rating is a little higher than 30%. Since he took office, he has not delivered his campaign promises. One would be hard pressed to come up with examples of achievements of Ma’s a presidency. Yet, his incompetence has been very obvious. From the mishandling of Typhoon Morakot, to the erosion of justice, to the beef scandal, to the claims that Chinese tourists would rescue the economy with all of their tourists’ dollars, it is clear that the country is not in good shape. However, one thing stands out: it is the way Mr. Ma terminated the Republic of China.

Mr. Ma took an oath to protect the Constitution of the Republic of China. Yet, right after he took office, he declared that he had no problem accepting China’s “One-China principle”, which states that there is only one China and Taiwan is a part of China. 80% of the people in Taiwan, DBA Republic of China, are dead set against using this principle to resolve cross straits issues. They know very well that under the One-China principle, Taiwan will be down-graded to the status of a special district of China, as Hong Kong was after 1997 ,and lose its statehood. Mr. Ma’s predecessors, former President Lee Teng-hui and former President Chen Shui-bian, steadfastly resisted this” One Country, Two system” formula and insisted that Taiwan is a sovereign country and will never be part of any another country. Unfortunately, Ma reversed this policy after his inauguration as President of Taiwan two years ago.

There are ample examples of Ma’s determination to down-grade and compromise the sovereignty of The Republic of China (Taiwan). When he received Mr. Chen Yuan Lin, the envoy of China in November 2008, the latter greeted President Ma as “Mr. “ to avoid giving Mr. Ma the title of a head of state. Further more, Mr. Ma issued decreed to officials in his administration that the cross straits relation with China will trump any diplomatic relations with other countries. Guided by this decreed, Ma withdrew all initiatives to participate in any international organization which would require Taiwan as a sovereign country. One of the examples is that he ordered all previous efforts to apply for the membership to the United Nation stopped. He even went one step further, by accepting “Chinese Taipei” as the name of Taiwan in WHO’s annual WHA in Geneva. This relegates Taiwan to the level of Hong Kong and Macao, as an NGO which needs China’s approval to participate in WHO’s activities.

To facilitate political integration via the economic integration with China, Ma is pushing so hard to have an ECFA (Economic Cooperation Framework Agreement) with China signed by June, despite all the cautionary protests of numerous groups in Taiwan. In all ECFA documents, the Republic of China, Taiwan’s constitutional title, is omitted. Any stature which demonstrates the authority of an independent country, such as immigration, customer, and border control are eliminated. If ECFA is signed, it will signal the death of the Republic of China (Taiwan).

It is time to dump Ma, the terminator of Taiwan as a sovereign state.
